I would suggest that the points (a) (b) and (c) be referred

to the Secretary of State for his directions and, as I have had no special practice in drafting Tramway Legislation, I

should be glad of any information which the large experience

of the Colonial Office may suggest as helpful in dealing sa-

tisfactorily with auch Legislation.
